[LTE] Reducing CSFB Timing with RRC R9 - rrcConnectionRelease-r9

§ R9 Redirection with SIB

       –  If the eNB receives a CSFB indicator, it sends the UE an RRC Release message 

           containing the frequency of a target UTRAN, IDs of multiple target cells, and SI for the target cells.

       – This helps the UE to quickly access the target UTRAN and reduces the delay resulting from redirection.

       – The UE then can directly initiate CS services. (It might reduce total 1 ~ 2 Sec.)

       – In the RRC Connection Release message, there is a possibility to add UTRAN/GERAN SI messages.

       – RRC Connection Release Field (Spec. 36.331)
